Deputy Vice Chancellor Finance and Administration
Reports to:
Vice Chancellor
Role definition:
To initiate, develop, review and monitor the implementation of financial and administrations strategies,policies and procedures implemented by the supervised units to realize the University’s mission and strategic objectives and serve as a secretary to the University council in line with the University vision and mission
.
Key result areas/responsibilities:
1.Initiate and coordinate the strategic planning, performance contracting, quality assurance, and risk management for all administrative functions in in the with the university strategic plan.
2.Develop and implement a master plan and budgeting framework for financial resource management and utilization putting into consideration the previous trends of income versus expenditure and implemented activities to guide
future planning and budgeting
3.Prepare council agendas and working documents and recording council proceedings in line with the University policies and procedures
4.Authorize all University financial transactions, review accountability reports and compile a consolidated report tobe presented to management and council in line with financial policies and procedures.
5.Develop strategies for implementing capital investments in a manner that respects the University budget and planning processes and complies
with University guidelines related to procurement and contracting.
6.Monitor the revenue collection and expenditure processes, review financial reports and prepare brief reports to inform management and Council decisions in line with the financial management policies and procedures.
7.Liaise with Financial Institutions such as banks, relevant government offices, suppliers, creditors, student, staff and faculty/department on various management and technical issues.
8.Develop a mechanism for dissemination and easy access to University administrative policies and procedure by all departments and individuals to enhance continued service delivery.
9.Hold annual stakeholders consultative meeting to review and evaluate University programs implemented by the administrative arm and document achievements and recommendation for improvement.
10.Develop departmental performance standards, set targets and appraise performance of each department on quarterly basis with the aim of improving the quality services delivery in line with departmental goals.
11.Monitor developments in the implementation of information technology and utilization of information management systems in the University and recommend retooling intervention for the identified capacity gaps.
12.
Design and monitor implementation of procurement policies, and procedures that would attract quality products and services from suppliers and promote value for money principle in line with approved plans and budgets.
Qualifications and experience:
Should preferably have at least8(eight) years progressive experience in finance
, 5(five) of which are spent in a management positions
at a senior level;
Should have a good Masters’ degree from a recognized institute of higher learning. 
A PhD and must be at least an Associate Professor Strong team leadership skills and demonstrable knowledge of strategic planning;
Competency in Accounting & Financial Management in a large organization;
Excellent verbal / written communication skills;
Strong organizational and negotiating skills;
Knowledge of national laws and policies in education;
 Competency in MS Office Application and accounting Software;
Demonstrable capability for supervision and monitoring of subordinated departments dispersed across the University.
